A Framework for Evaluating Land Use Planning Alternatives: Protecting Biodiversity on Private Land Ecology and Society
Theobald, David; Colorado State University/The Nature Conservancy; davet@nrel.colostate.edu; Hobbs, N. Thompson; Colorado State University/Colorado Division of Wildlife; nthobbs@nrel.colostate.edu.
Planning activities by local government often seek to identify areas of land that offer particularly high value for conserving biotic resources. Because private land is being developed rapidly, there is heightened concern about identifying these areas. Although general principles on setting priorities for habitat protection are emerging, substantial ambiguity remains about how to implement these principles. Here, we offer a general modeling framework for evaluating how planning alternatives could affect Critical Habitat. The framework contains four components: stakeholder involvement, spatial modeling of Critical Habitat and development patterns, analysis of alternative scenarios, and evaluation and monitoring. We illustrate this approach using a case...

A Framework for Evaluating Return on Investment in Management Development Programs AgEcon
Lynch, Kara; Akridge, Jay T.; Schaffer, Scott P.; Gray, Allan W..
Return on Investment (ROI) is a financial metric that can be used to evaluate training and development investments. The objective of this research is to develop an evaluation process using ROI to assess the financial performance of management development programs. A three-phase model for ROI evaluation is presented. These phases include assessment planning, data collection, and data analysis. This model is then tested and applied to a management development program. This paper provides a template for ROI evaluation that can be used to evaluate a wide variety of training and development activities by food and agribusiness firms.

Large-scale restoration projects are normally part of a complex social–ecological system where restoration goals are shaped by governmental policies, managed by the surrounding governance system, and implemented by the related actors. The process of efficiently restoring degraded ecosystems is, therefore, not only based on restoring ecological structure and functions but also relies on the functionality of the related policies, the relevant stakeholder groups, and the surrounding socioeconomic and political settings. In this research, we investigated the SES of rangeland restoration in Iceland to estimate whether social factors, such as stakeholders’ attitudes and behavior, can be used to evaluate the effectiveness of agri-environmental...

AGROLOG – SISTEMA DE INFORMACAO PARA A AVALIAÇAO DA AgEcon
de Abreu Sa Diniz, Janaina Deane; dos Santos Figueiredo, Adelaide.
This paper presents the steps of a developing research of a model to evaluate the integration level of logistics in supply chains that have the family farming producers as first suppliers. Among the objectives of the paper, there are the software description and its applications. Those chains have some particularities in the production and distribution planning of their products and, for this reason, they need the adaptation of some concepts of logistics to their context in order to be evaluated and then improved. Firstly it is presented a review on concepts of logistics and also on the peculiarities in familiar production in order to make possible a discussion on the evaluation of logistics performance in organizations of familiar producers. The steps...

An analysis of the national strategies for sustainable development with special emphasis on the issues of agriculture and rural development AgEcon
Gathy, Andrea Bauer.
In this paper which is based on my dissertation I carried out a comprehensive analysis of the national strategies for sustainable development prepared by the EU and its member states. I paid special attention to agricultural and rural development issues discussed in the strategies. According to my hypothesis the sets of objectives defined in accordance with the principles of sustainable development provide a firm basis for the objectives of the ongoing reforms of the European Union’s Common Agricultural Policy. Due to the complexity of the topic I applied an interdisciplinary approach in my research.

An Assessment of the Economic, Environmental and Social Impacts of the Ricecheck Program AgEcon
Singh, Rajinder Pal; Brennan, John P.; Lacy, John; Steel, Felicity.
Ricecheck, a best management practices extension program for rice production in Australia, was developed by the NSW Department of Primary Industries advisory staff, Finley, in 1986. The program is based on eight best management practice recommendations called ‘Key Checks’ that are considered essential for achieving high yields. Economic analysis of the program reveals that there are significant financial, social and environment benefits from the adoption of the program. The results further reveal that the funds invested since 1986 by both NSW Department of Primary Industries and the Rural Industries Research and Development Corporation have been sound investments.

An Econometric Model of CGE Simulations AgEcon
Hess, Sebastian.
CGE models are widely used tools for economic assessments of trade policy changes. However, overall confidence in their results tends to be low. We employ the methodological framework of meta-analysis in order to approach a quantitative comparison of CGE-based simulation results. Therefore, we compile a dataset of twelve recent Doha simulations and fit a linear regression model that explains the variance between simulation results on the regional level as a function of various modeling characteristics. The estimates are broadly in range with documented qualitative knowledge about modeling assumptions. The size of the sample limits general conclusions; however, an ongoing research project will extend the approach to a larger sample.

An Equilibrium Displacement Model of the Australian Sheep and Wool Industries AgEcon
Mounter, Stuart W.; Griffith, Garry R.; Piggott, Roley R.; Fleming, Euan M.; Zhao, Xueyan.
This report documents the specification of an equilibrium displacement model (EDM) of the Australian sheep and wool industries. The model is capable of estimating and comparing the potential benefits from R&D and generic promotion investments, and other policy changes, in the different sectors and markets of the Australian sheep and wool industries. Inclusive in the model are the multiple components of the Australian sheep and wool industries to account for cross-product interactions not considered in most previous studies. A high degree of industry disaggregation within the model enables estimation of the distribution of the potential benefits among the various industry sectors and across different regional environments. A number of hypothetical...

An evaluation of multi-annual management strategies for ICES roundfish stocks ArchiMer
Kell, L; Pilling, G; Kirkwood, G; Pastoors, M; Mesnil, Benoit; Korsbrekke, K; Abaunza, P; Aps, R; Biseau, Alain; Kunzlik, P; Needle, C; Roel, B; Ulrich, Clara.
Current scientific management objectives for ICES roundfish stocks are to ensure conservation of the biological resource and do not explicitly consider economic or social objectives. For example, there are currently no objectives to maximize the sustainable yield or to reduce variability in total allowable catches (TACs). This is despite the fact that the current system can result in wide annual fluctuations in TAC, limiting the ability of the fishing industry to plan for the future. Therefore, this study evaluated management strategies that stabilized catches by setting bounds on the interannual variability in TACs. An integrated modelling framework was used, which simulated both the real and observed systems and the interactions between system...

An Evaluation of the Economic, Environmental and Social Impacts of NSW DPI Investments in IPM Research in Invertebrate Rice Pests AgEcon
Orr, Leanne M.; Stevens, Mark M.; Mullen, John D..
Research into IPM technologies has been conducted by NSW DPI for over 20 years. Evaluating the returns from investment in specific research and development projects is an important component of the NSW DPI science and research program. An economic evaluation has been conducted of IPM in managing invertebrate pests in rice in NSW. We found that there has been widespread adoption of many IPM practices amongst NSW rice growers leading to a flow of economic benefits to the rice industry and the community. Important environmental and human health benefits were also identified. A benefit-cost ratio of 9.05 was calculated for the return to NSW DPI investment in rice invertebrate pests IPM research. The net present value of the benefits of this research to 2020...

AN OPERATIONAL METHOD FOR ASSESSING THE POVERTY OUTREACH PERFORMANCE OF DEVELOPMENT PROJECTS: RESULTS FROM FOUR CASE STUDIES IN AFRICA, ASIA AND LATIN AMERICA AgEcon
Zeller, Manfred; Sharma, Manohar P.; Henry, Carla; Lapenu, Cecile.
Many development projects seek to reach the poorest in the provision of agricultural inputs, extension, credit, education, and many other services. However, low-cost and reliable methods for assessing whether a project reaches the poor are lacking at present. In this paper, we present an operational method that was designed during a two-year research project from 1999-2001 with the support of an international donor-coordination office. The objective of the research was to develop and test a new method that could be later used by development practitioners to assess the poverty level of beneficiaries of development projects that target the poor in relation to the general population in the intervention area. The method constructs a poverty index using...

Analysis of Participatory Research Projects in the International Maize and Wheat Improvement Center AgEcon
Lilja, Nina K.; Bellon, Mauricio R..
Through a survey of scientists from the International Maize and Wheat Improvement Center (CIMMYT) in 2004, this study assessed the extent to which participatory methods had been used by the center, how they were perceived by the scientists, and how participatory research could be applied more effectively by CIMMYT and partners. Results for 19 CIMMYT projects suggest among other things that participatory approaches at the center were largely “functional”—that is, aimed at improving the efficiency and relevance of research—and had in fact added value to the research efforts. The authors suggest that CIMMYT should (1) create a more conducive environment for scientists to share experiences on such approaches and (2) better document their impacts on farmers’...

Assessment of scientific programs: a necessary procedure for Brazilian scientific policy - the Young Investigator Program of the State of São Paulo Research Foundation Anais da ABC (AABC)
Pian,Carlos A. de; Meneghini,Rogerio.
Programs of Science and Technology research have grown significantly in Brazil over the last decades. Until the 1980s the so-called undirected programs, without specific goals and requiring only scientific merit, prevailed. The few programs with defined goals in this period were never objectively assessed. The same situation occurred in developed countries. In the early 1990s, the assessment of programs supported by public funding became mandatory in US and some European countries. In Brazil, program assessment has so far not been implemented yet. The Fundação de Amparo à Pesquisa no Estado de São Paulo (FAPESP) (Brazilian funding agency) Young Investigator (YI) Program is in its eleventh year, with approximately eight hundred projects awarded. Although it...
